It is planned that the transfer of parliament, presidential palaces, government ministries and foreign embassies will be completed between 2020 and 2022 at a cost of US $45 billion. A full cost and timescale for the overall project has not been disclosed In September 2015 Egypt cancelled the MoU signed with the UAE’s Mohamed Alabbar during the March economic summit since they did not make any progress with the proposed plans.[16] In the same month Egypt signed a new MoU with China State Construction Engineering Corporation (or "China Construction"), to “study building and financing” the administrative part of the new capital, which will include ministries, government agencies and the president’s office.[17] According to an Egyptian news paper[which], Egyptian construction company El-Mokawloon El-Arab was called for constructing the water supply and sewage lines to the proposed new capital. A full cost and timescale for the overall project has not been disclosed In September 2015 Egypt cancelled the MoU signed with the UAE’s Mohamed Alabbar during the March economic summit since they did not make any progress with the proposed plans.[16] In the same month Egypt signed a new MoU with China State Construction Engineering Corporation (or "China Construction"), to “study building and financing” the administrative part of the new capital, which will include ministries, government agencies and the president’s office.[17] According to an Egyptian news paper[which], Egyptian construction company El-Mokawloon El-Arab was called for constructing the water supply and sewage lines to the proposed new capital. The company stated that the studies needed were done in August and it is supposed that the project will take 3 months to supply the city with the main services needed in order to prepare it for the construction work

و قد قام وزير الاسكان المصري السيد / مصطفى مدبولي بالاعلان عن مشروع العاصمة الادارية الجديدة يوم 13 مارس 2015 ويقع المشروع المدينة الجديدة ستكون موجودة شرق القاهرة وضمن مدينة القاهرة وضمن إقليم القاهرة الكبرى على الطريق الدائري الثاني في منتصف الطريق المنطقة حاليا ممتدة إلى حد كبير إلىميناء مدينة السويس. لذلك فهي جزء من مدينة القاهرة وليست مدينة جديدة بالمعنى المتعارف عليه، وستكون المنطقة مقراً للإدارات الحكومية والوزارات الرئيسية، وكذلك السفارات الأجنبية. على 700 كيلومتر مربع (270 ميل مربع) مساحة إجمالية فإنها ستقدم المنازل لعدد يصل إلى خمسة ملايين شخص.[1][2] ويتضمن الاقتراح أيضا متنزه رئيسي ومطار دولي جديد.[3] وفي الموقع الموجود به مسبقا مطار وادي جندلي[4] المستخدم حاليا من قبل القوات الجوية المصرية.[5] ومن المقرر ان بنقل البرلمان والقصور الرئاسية والوزارات الحكومية والسفارات الأجنبية وسيتم الانتهاء بين عامي 2020 و 2022 بتكلفة 45 مليار دولار.[3] لم يتم الإفصاح عن التكلفة الكاملة والجدول الزمني للمشروع بشكل عام. وكان وزير الاستثمار المصري أشرف سلمان سبق أن ذكر إمكانية إنشاء عاصمة جديدة، والتي تنفذها إحدى شركات القطاع الخاص، دون أي تكلفة للخزينة المصرية.[6] وتبين فيما بعد أن مدينة كابيتال بارتنرز، شركة تشارك مع الخطط ويقودها رجل الأعمال الإماراتي محمد بن علي العبار
